Syed Mohibullah Shah is a distinguished Pakistani public administrator, investment strategist, and economic policy analyst whose career spans more than three decades of senior leadership in government and advisory roles. With extensive experience in public administration, trade development, and investment promotion, he has played a meaningful role in shaping Pakistan’s economic and institutional landscape.
Syed Mohibullah Shah served in a senior capacity within the Prime Minister’s Secretariat during the second administration of Benazir Bhutto (1993–1996). As Principal Secretary to the Prime Minister, he operated at the center of federal governance, coordinating policy across ministries and providing administrative leadership at the highest executive level.
In this role, he was responsible for ensuring policy alignment, overseeing strategic governance processes, and supporting the Prime Minister in managing national administrative affairs. His tenure coincided with a period of economic reform and institutional strengthening in Pakistan.
From October 1993 to September 1996, Syed Mohibullah Shah headed Pakistan’s Board of Investment (BOI). During this pivotal period, he led national efforts to attract foreign direct investment and improve investor facilitation mechanisms.
Under his leadership, the BOI focused on streamlining regulatory processes, enhancing coordination between federal and provincial authorities, and positioning Pakistan as a competitive investment destination. His work emphasized investor confidence, transparency, and long-term economic sustainability.
In July 2008, he was appointed Chief Executive Officer of the Trade Development Authority of Pakistan (TDAP), serving until October 2010. As CEO, he directed Pakistan’s official export promotion and trade development initiatives.
His tenure focused on export diversification, expanding Pakistan’s presence in international markets, and strengthening trade ties with emerging economies. He represented Pakistan in international trade forums and led institutional reforms aimed at enhancing the effectiveness of the country’s trade promotion framework.
Between March 1998 and July 2008, Syed Mohibullah Shah served as President of CASA Management Associates, where he advised public and private sector organizations on governance reform, institutional development, and strategic management. His consultancy work bridged policy insight with practical implementation, reinforcing his reputation as both a strategist and an executor.
Since 2011, Syed Mohibullah Shah has continued his engagement with Pakistan’s economic development as an independent investment advisor, writer, and television analyst. He regularly contributes opinion articles and policy commentary on trade, governance, fiscal management, and investment strategy.
