Syed Mohibullah Shah is a distinguished Pakistani public administrator, investment strategist, and economic policy analyst whose career spans more than three decades of senior leadership in government and advisory roles.
With extensive experience in public administration, trade development, and investment promotion, he has played a meaningful role in shaping Pakistan’s economic and institutional landscape.
Syed Mohibullah Shah served in a senior capacity within the Prime Minister’s Secretariat during the second administration of Benazir Bhutto (1993–1996). As Principal Secretary to the Prime Minister, he operated at the center of federal governance, coordinating policy across ministries and providing administrative leadership at the highest executive level.
In this role, he ensured policy alignment, oversaw strategic governance processes, and supported national administrative affairs during a period of economic reform and institutional strengthening.
From October 1993 to September 1996, he headed Pakistan’s Board of Investment (BOI), leading national efforts to attract foreign direct investment and improve investor facilitation mechanisms.
The BOI focused on regulatory streamlining, federal-provincial coordination, and positioning Pakistan as a competitive global investment destination.
In July 2008, he was appointed Chief Executive Officer of the Trade Development Authority of Pakistan (TDAP), serving until October 2010. He directed Pakistan’s export promotion and trade development initiatives.
His tenure emphasized export diversification, global market expansion, and institutional reform to strengthen Pakistan’s trade framework.
Between March 1998 and July 2008, he served as President of CASA Management Associates, advising public and private sector organizations on governance reform and strategic management.
Since 2011, he has continued contributing as an independent investment advisor, writer, and television analyst, offering commentary on trade, governance, fiscal management, and investment strategy.
His career reflects a consistent focus on strengthening institutions, promoting investment, and advancing sustainable economic growth at both national and international levels.
